Tiffany M. Boyle is the creator of the LEAP Framework and a nationally recognized leadership development speaker with a record that bridges the public and private sectors. She's built LEAP from lived experience — what it actually takes to lead under pressure, deliver results, and keep going when the path gets hard. When Tiffany delivers a LEAP keynote or workshop, she's not teaching theory. She's teaching what she's done.
The Long Version:
Tiffany is a powerhouse in both business and government. As the first African American woman elected Commissioner of the Revenue in Newport News, Virginia (2018–present), she manages a $2.8 million municipal budget and leads a team of 40+ responsible for tax assessment, correction, defense, and discovery. As CEO of Emerge Initiatives, LLC, she gives business owners access to resources, exposure, and hands-on support — from business documentation to social media and brand management — and co-hosts the Emerge Radio Show & Podcast.
She's a Harvard Kennedy School alumna (Senior Executives in State and Local Government), holds a Financial Management Certificate from Cornell, an M.M. in Non-Profit/Association Management from University of Maryland Global Campus, and a B.B.A. from Virginia Wesleyan University.
In 2025, Tiffany was chosen from more than 12,000 nominees nationwide as one of NewNation/Nexstar Media Group's 125 Remarkable Women. She's also a Top 40 Under 40 honoree, a 2025 Community Builder Award recipient, and Virginia Wesleyan University's Alumni of the Decade. Her "Commissioners and Cans" food-and-fund drive has helped cut food insecurity in Newport News from 17% to under 11% annually, and she spearheaded the launch of Virginia's first Minority Business Commission.
